How to start a clothing line?

I have a full time job, but in future I would like to establish my own clothing line. I have thought of starting it soon as a side business while I retain my full time position.
How can I proceed ahead? What is the safest way to start my own business. I do not have lot of resource, so please let me know what can be done?
